Manager, Business Strategy and Development, Joint Unmanned Combat Air Systems (J-UCAS) Program, Northrop Grumman Corporation, Unmanned Systems, San Diego, CA. Mr. Ludwig develops and initiates business development plans and strategies, which result in the achievement of Unmanned Systems (UMS) acquisitions as established in the Integrated Systems Long Range Strategic Plans and Business Plans. He develops, implements and monitors respective UMS marketing and selling, bid and proposal, and indirect plans and budgets as they relate to the X-47, J-UCAS Program. Prior to J-UCAS, he performed the same function for the Fire Scout, Vertical Tactical Take off and Landing Unmanned Aerial Vehicle (VTUAV) bringing the program from close to cancellation to a program of record for the US Navy and the US Army.
Prior to NGC, he worked for Jaycor, Inc., San Diego, CA where he managed the business development field to engage new business opportunities in the Naval Aviation arena and other associated aviation business areas.
Mr. Ludwig managed Jaycor personnel supporting the Naval Warfare Development Command (NWDC) and was responsible for the integration of leading-edge C4ISR technologies in Fleet Battle Experiments (FBE) to define future operational capabilities for Naval Warfare. He was assigned as Deputy Director for FBE-Delta (Korean Theater), FBE-Foxtrot (SW Asia Theater), FBE-Golf (Mediterranean Theater), and FBE-India (SW US Theater). He coordinated the activities of numerous disparate organizations required for the planning and execution of each FBE.
Mr. Ludwig directed Common Operational Modeling, Planning and Simulation Strategy (COMPASS) modeling and simulation laboratory at SPAWAR Systems Center, San Diego where he supervised a team of engineers responsible for network integration, C4ISR systems compatibility, data/information flow processes, and collaborative planning analysis.
Mr. Ludwig is a former Navy Captain with over 28 years of operational experience in all facets of air warfare doctrine, tactics, training, and operations. He was Commanding Officer of an F-14 Operational Fighter Squadron (VF-31), the Navy Fighter Weapons School (TOPGUN) and an Operational Air Test and Evaluation Squadron (VX-4). He also Commanded Aircraft Carrier Air Wing Fifteen. Mr. Ludwig also served on the Chief of Naval Operations staff as lead analyst for Carrier Air Wing Study (CAWS)-2010, which plotted a roadmap for future carrier air wing composition, and was the Operations Officer for Commander Naval Air Forces Pacific Fleet. His flight qualifications include 300 combat missions, 1200 carrier landings, and 7500 flight hours in 35 different aircraft.
